What are my options if a car wash business crashed my vehicle into their wall causing at least 13k damage?

Their driver was unlicensed and they just want to settle for the value of my vehicle rather than fixing it. What are the laws regarding obvious negligence?

You can reject the settlement offer and sue the car wash for negligence.
Negligence is the failure to exercise due care (that degree of care that a reasonable car wash would have exercised under the same or similar circumstances to prevent foreseeable harm).
The car wash is liable for the negligence of its employee which occurred during the course and scope of employment.
Your damages (monetary compensation you are seeking in your lawsuit) are the cost of repairs to your car.
