Harassment is a crime. If you feel that someone is harassing you, your first step should be to keep meticulous documentation of all of the instances of harassment. Since, in your particular case, the harassment is being conducted via email, this should not be very difficult. You should first save and print out all of the emails. Once you have organized these documents, you can report the harassment to the police, bringing your evidence. It is possible that the emails may evidence other crimes as well, such as threatening. If the police feel that a crime is being committed they can choose to arrest the person, which should help to solve your problem. One thing you should be careful of, however, is that you have not done anything that exposes yourself to criminal liability. Therefore, in the interest of protecting your rights, it may be a good idea to consult with and/or retain a criminal defense attorney prior to directly contact the police.
