Slow season employee layoffs or hold period
I have a retail business which slows down in the summer as college students
are out. I can keep the business open but I won’t have enough hours to provide
to all part time employees.
I was wondering if I need to lay them off or if I can just tell them that they keep
their jobs for the fall semester? These employees were working less than 30
hours a week and have been part of my business for 2 months.

All employment is employment at will when there is no written employment contract guarantying the employee(s) a job. You can, at your choice, lay some or all of them off; suspend them (e.g. if you feel the work will pick up in a relatively short time); reduce hours to a level justified by the amount of work/business; later rehire any of them you choose to rehire; etc. Unless you tied your hands by entering into a written contract, you may make whatever decision makes sense for your business.
