If I got caught shoplifting and then paid for the merchandise so they didn’t call the police but they have my camera records, can they still sue me or charge me?

They did not call the police at the time.

You will receive a letter from the store requiring you to pay an amount that is considerably more than the amount of the merchandise.  If you pay the amount by the deadline, that will end the matter.  If you fail to pay by the deadline, the case will be referred for criminal prosecution.
