Regarding privacy laws, does a landlord have the right to know if any municipal services (i.e. police, fire, ambulance, etc.) have been called to a tenant’s location?

The landlord cannot force the tenant to disclose this information unless the lease (which is a contract, after all) states that the tenant must notify the landlord (such an obligation in a contract is legal and enforceable). The landlord may, however, make an open public records request to the municipal authorities to get this information if he/she wants, the same way that anyone could request this information.
