I currently own a trailer located on a
lot and the lot owner says I cannot sell
without her approval of new tenets.

You can sell the trailer to someone who will take it and remove it: it is your property. But you can't force the lot owner to accept tenants against her will or who are unacceptable for some reason (e.g. bad credit; criminal background; history of evictions; etc.). So the issue you have is that your trailer is located on another person's property and you can't determine who is an acceptable tenant on behalf of the owner--that is her decision, not yours. Unless you remove the trailer, she can effectively have a veto over you sell it to by exercising her right of approval over new tenants.
