Whether you can take the 1st job at a lower salary and keep the severance pay is a contractual question: it depends on what the severance agreement they give you to sign says, and whether the terms of that agreement will let you do this. Probably it won't: I've seen many severance agreements, and not one lets you take another job at the same employer and keep severance. But each agreement is controlled by its own language or terms, so you need to review the agreement offered you this time.
