What to do if I ran a stop sign and hit another car but other driver had no license, insurance and was drunk?

I was sited with DUI they let him go even though he was drunk. What’s my liability?

Since you ran the stop sign, the fact that he was drunk is essentially irrelevant--you were clearly at fault in causing the collision. If he sues you, he could potentially recover for personal injuries and for any damage you did tohis car.
