Proceeding through a stop sign while a school bus is picking up students

What are the laws pertaining to this situation. An individual comes to a stop sign at a 4-way intersection in a neighborhood. The individual would like to turn left and there is a stopped school bus to their left with flashing lights. The bus stop sign is not visible until the individual turns left. The individual stops before passing the bus once they see the bus stop sign out.

Even if the bus is not extending it's "stop" sign, any other drivers are required to stop while the school bus lights are flashing.  No one should proceed until the lights are no longer flashing.  The reasoning is that the flashing lights put everyone on notice that children are present on or about the school bus.
