pipes broke in rental house due to no oil in tank
over the holiday break the renters were not in the house and the pipes broke due to no oil in the oil tank. It was suggested upon move in the ‘oil man’ would come monthly fill as needed and send us a bill. the lease says we are responsible for utilities. who is at fault?

If the lease says that renters are responsible for utilities, then the renters are responsible not just for paying the utility bills, but also for making sure that the heat, oil, electric, etc. are kept or maintained on. Damage due to a failure to keep oil in the tank would be therefore be the renters' responsibiity, for failing to ensure that there was oil.
