You haven't explained what you're serving time for, or what the new charges are, so it's very hard to give you an answer.  You may need to have a criminal lawyer review the new charges, along with the rest of the facts, to give you the true picture here.

There are a few possibilities that come to mind, among others.  The charges might be for things you did before you went to jail.  You can also be charged with crimes that you commit against other inmates, such as assault or theft;  you don't get a "free pass" on things like that just because you're already in jail.
