We did not have anything in the house. We had things in the garage. he did not change that lock. I was told by a friend who has rental property they said that we do not have to pay for the 5 that the locks were changed. Is this true?

It is illegal for a landlord to change the locks before the tenant moves out. Even when a tenant refuses to move out and the landlord has obtained a judgment of eviction, the landlord can't do this. He must seek the assistance of law enforcement.
