What can I do if I’m not getting paid for a job that I’m doing?

I’m an engineer at fire department, which means that I drive a truck. I have to fill in as an officer and do officer duties and not getting compensated for it. I

fill in when an officer is off for the day. I’m responsible for all the duties that officer is assigned to do. Can and should I be getting paid for it?

If you are an hourly employee, you must be paid for all hours worked, regardless of the duties. If you a salaried employee, you can be required to work additional days or do different or other duties without any additional pay or compensation. The nature of duties, tasks, etc. is irrelevant to the issue of pay.
