New Law on Sex Offender accompany law…

I am confused about the new Utah sex offender law about accompany a child under the age of 14. It says i have to have written permission to accomany a child under 14 years old and verbal permission if i am on the child’s home property. However, the word accompany is confusing to me. I have 5 children and they like to invite friends over here and they are under age of 14. What is the law on that. Would it be considered accompany even if their friends are in the same room as I am like the basement where i am working and they are playing video games with my children, etc.
