My wife is a permanent resident of the U.S., born in Scotland She lost her green card over 30 years ago and never had it renewed Can she do it now without punishment?

Can she just reapply and pay the fee??

Yes, she can do that but she would need to have some information about it so that she can reapply.  Or she can also apply for US citizenship if she satisfies the residency and other requirements.  Please let me know if you have any additional questions or how I can be of further assistance to you in this matter.
