What to do if my sister was in a car accident and is uninsured but the at-fault driver does have auto insurance?

As she pulled away from the curb where she was parked another car hit her from the front driver side. Not too much damage to her car but she busted her forehead up on steering wheel. She was close to home so she drove there and my mom took her to the hospital; she received stitches and the doctor said no work for 2 days. She got the other person’s (who hit her) information. He has insurance but she doesn’t. What is the best thing she can do?

If she was indeed not at fault, then whether or not she had insurance does not matter. She can make a personal injury claim against the at-fault driver. At this point, the best thing that she can do is to contact a personal injury attorney in her area. They can best advise as to her next move.
