My sister is a citizen of Portugal and came to visit our family here in the US. Her 90 will expire in 2 weeks. Is it possible for her to stay longer?

If there is no way for her to stay longer, would it be possible for her to return
to Portugal and then come back to the US in a few weeks for another 90 days?

It is not going to be possible for her to be here for 90 days, fly back and return right away for another 90 days.  It is a visa waiver that is for tourist purposes extended to citizens of western europe in most cases but it is still a tourist visa option and staying in the US for 6 mo nths is not really visiting.
