Do I have to state the I was arrested and that the case was expunged in court filling papers?
I am trying to change name to my husband name and was filling the paper which ask if I was ever arrested. Also, I want to apply for the passport and am trying to buy a house, so do I have to check the.box which says ever arrested even though the case was dismissed and expunged?

Expungement is for a criminal record, not an arrest record. Even if the case was dismissed, the arrest record would always be there, unless you requested to have it sealed. You would have to answer yes to those questions.
