I am so sorry for your loss. Some one with legal authority needs to transfer title. So that would be the fiduciary of the estate. Now, filing an estate proceeding would depend on what all the assets are estate total. Sometimes only a Small Estate Proceeding is needed. I am going to give you a link to start your research.
