If my manager mistreated me, what are my rights?
My manager mistreats me. I’m in a registrar position which means I’m not benefits eligible. When I had an interview for a benifits position with he canceled and told me he already hired someone. He singles me out on our schedule and changes it even if you request time off. I’ve tried to speak with his manager and all she acknowledged is that I had an attendance issue. I’m not the only person he mistreats.

If your treatment is due to some form of legally actionable discrimination, then you have a valid claim here. Otherwise, you do not unless this treatment is prohibited under the terms of an employment contract or union agreement. The fact is that most work relationships are "at will". This means that a company can set the conditions of employment much as it sees fit.
