If my landlord did not come out and fix my windows and my house was robbed, can I sue him?

You can sue your landlord for the robbery and resulting damages where presumably the burglars went through the malfunctioning window that you have written about. However, Most likely you will not prevail because the actual cause of your damages was the person or persons who took your possessions and not your landlord.
