If you were an employee (i.e. paid on a W-2), they would have to pay you no matter what paperwork they wanted. If they don't, file a complaint with your state department of labor.
If you were, as you seem to indicate, an independent contractor (paid on a 1099), then if there was no written contract requiring this paperwork, they again would seem to have to pay you: in this case, the department of labor will not help you, but you should be able to sue them for breach of contract (violating the understanding or agreement, even if only an oral, or unwritten one, pursuant to which you worked), such as in small claims court, as your own attorney, or "pro se."
If there was any written agreement requiring this paperwork, then you contractually obligated yourself to provide it: they would be entitled to not pay you unless and until you provide it.
