No, the employer is not liable. An employer, a renter (if they rent their space) or a property owner (if they own it) is not liable for the criminal acts of third parties. If your husband can identify the thief, he can sue the thief; or possibly he can submit a claim under his homeowner's or renter's insurance--you and he should check the policy to see if this loss is covered.
