If my husband andI live in a community property state, can he cut me off all the joint accounts?
Is that legal for him to do that while we are married?

Community property by definition, is for the community. While each spouse has management and control rights for the property, neither one of the them can exclude others from accessing to it. Not to mention your husband has an obligation to support you as well.
