The parties forging training documents for other employees are committing fraud.  Fraud is both civil and criminal.  A lawsuit for fraud could be filed against the company and the individuals participating in the fraud.  In addition, a separate criminal case could be brought against the individuals, who are committing fraud, by forging the training documents.
