If my friend used my car one night but made an illegal U-turn and another car hit mine and totaled it, can I sue for the 3k that I had to pay out of pocket?
My insurance would not cover all of my damages; it paid roughly 7k leaving me to pay 3k on a car that I could not drive. My friend was not listed on my policy.

Based upon what you have written, assuming you are out of pocket $3,000 for the auto mishap written for a deductible and the like you are within your rights under the laws of all states to sue the driver of the other car for your $3,000.
