There is no guaranteed acceptance of any kind.  It just does not exist.  If your friend wants to be able to work in the US, he would need to get in touch with US employers, get a job offer from one of those employers and have the employer file and get approved a work visa petition on his behalf.  Only then would he be able to apply for a work visa on the basis of the approved petition.  In order to get this, most likely he would need to show that he has at least a bachelor's degree or equivalent AND a job offer that requires at least this level of education in the relevant field of study.
