Is it tax fraud if m employer created a pay stub for me that says I was paid a bonus in December but now tell me that the he won’t pay me until the end of January?

I won’t receive the money until well into the year.

Yes, it is, because you will be knowingly reporting incorrect information on your taxes (and the employer will be, too--they will be taking the business expense deduction for your bonus in 2015, while not actually incurring the expense until 2016). Do not knowingly file inaccuarte taxes; get a correct stub from your employer.
