If my dog bit a neighbor and they are asking for $1000 in order for me to sign off responsibility for the injury, can they make a demand on my homeowner’s insurance?

Is it true that they have to prove that the dog was an aggressive dog before the incident?

They have to prove that you were negligent, or careless in some way that generally requires that you knew that the dog was aggressive or had a history of biting but, knowing that, failed to do anything reasonable like a muzzle to protect others. If there was no reason to take particular precautions against the dog biting, then typically, a court would not hold you liable.
