My boss is alway hugging me( touching me arm, cheek, shoulder, and leg). He is also touching his private part when he is talking to me is that sexual harassment?

Under the laws of all states in this country as well as federal law, sexual harassment is any conduct by a third person sexual in nature that is offensive and/or unwanted to the person viewing/seeing/hearing such. From what you have written, your boss' conduct is a form of sexual harassment.
I suggest that you speak with your office's human resources department about the situation you are writing about to document it.
