I am an employer. Can I ask my employees to make a mandatory meeting on their day
off?

Yes, you can ask your employees to attend a mandatory meeting on their day off. That is unless such an action violates the term of any exisiting union/collective bargaining agreement or employment contract. Typically, employment is "at will" so a company/business can set the terms of the workplace much as it sees fit (absent some form of actionable discrimination). That all having been said, attendance at such a meeting must be paid since it constitutes compensable work time. Further, to the extent that it puts your workers over 40 hours in their work week, they must be paid OT.
