My ex wants to start deducting money from my monthly maintenance checks because he says I owe him money from a old joint tax return which I do not. Legally he cannot do this correct?

No, this is not legal. One thing has nothing to do with the other. If you actually owe him as he states, then he will have to take separate legal action to collect. Your ex cannot reduce his court ordered payment on his own, only a judge can do that.
