LLC yearly tax fee California

I have recently established an LLC in January. I have done 0 business
as I am preparing to start my business off right. With doing 0
business, do I still have to file and pay the 800 yearly tax fee?

Yes, you still have to pay the fee. The fee is not based. upon how active your comany is, how much business you transact, or how much (if any) money or oroft you make. Rather, it is required if your LLC is in existence, which it was.
