The owner of a vehicle can always be held liable for any damages that may be caused by the vehicle they own.  This applies no matter who is driving the vehicle or who insures the vehicle.  When it comes down to it, if a lawsuit is going to be filed as a result of an accident the vehicle was involved in, the owner will likely be named in the suit and can be held liable for damages.
