What can I do if I am a US citizen and have a wife in Africa who I want to bring here to the US so that we can live together?

Would she be allowed to live in this country, if I provide the marriage certificate from my home country?

You can apply for a Visa for your spouse in one of two ways: as an Immigrant Visa and Nonimmigrant Visa, but it sounds like you would need the latter,a K-3 Visa. The K-3 nonimmigrant visa is for the foreign-citizen spouse of a United States (U.S.) citizen.  Here is a link to get you started.  Good luck.
