Blowguns are not illegal in New York State BUT ARE ILLEGAL IN NEW YORK CITY. It is probably not illegal to carry one in public or to use it on private property outside NYC. I would, however, check with a hunting and fishing store in your area. They will not the limits of what they sell. They do not want to do anything illegal.
