If you landlord shut off you water intentionally as a means of trying to punsih you for not paying rent timely or for some other reason, the shut off of water service is wrong and can subject the landlord to a civil action.

If the landlord shut off the water for some maintenance purpose then that would be allowed. Since you have not been detailed in the facts of your question it is difficult for me to give a specifc answer to your question.

In short, I suggest that you consult with a landlord tenant attorney about the circumstances that you are writing about.
