I found out from a hostile neighbor that my landlord was raising the rent $400 per month. When I checked my email i did indeed have a notice from my Landlord going up on the rent. Is this legal for a hostile neighbor and landlord to conspire against a tenant?

Under the laws of all states in this country, unless the property that you are writing about is under rent control the landlord can decide how much to raise a tenant's rent even if he or she wants to force the tenant out. This happens all the time when a tenant's lease is at its end.
