In criminal law, the statute of limitations only applies to the time in which charges must be filed. Once they are, then there is no limit on the number of years that a person can be arrested and extradited back to the jurisdiction in question. As to how much time your son-in-law is looking at will be up to the presiding judge. Quite frankly, if he has not already done so at this point, he should retain a criminal defense attorney; they can best advise him further.
