Is there a law stating that dealers must provide a guarantee for their customers when they buy a car at their dealer even if a costumer does not purchase one?

As far as I know, there isn't any such law.  I'm not a California attorney, but my research suggests that your state has created a "California Car Buyer's Bill Of Rights" that you should look into.  One part of that appears to be the right to buy, for a small fee, a two-day return privilege for a used car.
