You are correct that the seller is in breach of contract based on the language you quoted from the contract. The seller has removed "parts and components" from the dock.
Those items appear to be fixtures (permanent attachments affixed with screws, nails, bolts, plaster,etc) and therefore are part of the real property (dock).
If negotiations fail, your recourse is to sue the seller for breach of contract.
