Is the contractor legally responsible for lost value of the property when he demolished 1 of 2 units without realizing the zoning had changed to 1?

2 unit land had a zoning change to 1 back in 1995. Contractor hired to remodel the older house of the lot had taken down too much for a remodel, city prohibited a rebuild of the house because of zoning change. contruction can only be an extension of the existing unit. is the contractor legally responsible for lost of value?

Quite possibly.  It depends on if you can quantify your damages.  In other words, you had a current tenant, and lost it due to contractor's negligence.  It may be based on the common law principles of negligence
