Is my shared money cds part of the estate?

My grandmother left me one third of her estate. I also share money cds with other family members. Now the executor of the estate say everybody’s cds are part of the estate and will be split between everybody. How is this possible?

That doesn't make sense.  Your executor may be in it personally. So, this is what you do.

Get a second opinion.  Try consulting on your own with an estate planning attorney.  Try www.attorneypages.com and check his or her record at the Arkansas State Bar.
