Is looking at inappropriate material at work sexual harassment?

I would like to know if I can sue my company for allowing an employee to look at inappropriate material at work. I find this offensive and have filed complaints against employee. Nothing has been done besides a slap on the wrist and this is the fourth time said employee has been caught looking and printing racy photos at work.

So long as the employee who is looking at inappropriate material at work is not purposefully showing such material to third parties the conduct in and of itself is not sexual harassment particularly if you have not been shown such.

However, you can speak with human resources at your work about how you disapprove of the conduct of the other employee.
