What was the injury? Are you sure it is a public hill? Why the company? Does the company own or lease something? Why would there be a chain if it is public?
Negligence requires a long analysis that essentially boils down to was there a duty? Did the company owe a duty to the general public? Was that duty breached by the company? Were there any intervening unforeseeable causes that caused your daughter's injury?
