Check with the specific shooting range but as long as you are able to abide by the specific shooting range's laws, you should have no problem shooting in a shooting range, being a foreigner or otherwise. As long as you have identification, have either a permit to bring your own gun or you are able to use the guns available at the range, there really should be no issue.
