Is it legal to not pay hourly workers for hours worked?

The manager at the geotechnical testing
agency I work at is docking hours worked from
people pay checks even though they were
there, working, and doing everything they were
supposed to do. Im fairly sure this is illegal but
I dont know who to report to

It is competely illegal: the law is very clear that hourly workers must be paid for all hours worked (obviously, you don't need to pay them when they are not at work, but that's a different issue), including overtime when they work more than 40 hours in a week. Any affected workers should contact the state or federal department of labor to file a wage and hour complaint for the money they are owed.
