Is it legal to deny a customer free tap water at a nightclub?

Or can they legally only offer a bottle of water at a fee?

The club is not legally obligated to provide free water to its customers, however it certainly seems like terrible customer relations and poor business practice for them to deny a patron a free glass of water.  This matter is does not have a legal solution.  Those who object to the practice should "vote with their feet," meaning take their business elsewhere.
