Is it legal for a business to refuse to give you a receipt for money paid?

This towing service did not reflect the correct amount paid because he said he doesn’t give a receipt for waiting. we called the owner and he said the same thing. i need the receipt to get reimbursed.

All businesses are required to provide receipts not only for the customer but to support their income and expenses for tax purposes.   Sounds like you will need to contact a few resources, including the department of motor vehicles (they usually regulate these businesses in some form) and he city or county or state attorney.
