Yes, it is legal, unless your accountant signed some form (a confidentiality agreement) stating that he would not; if he did, the he is no breach of contract. It is, however, unprofessional, and you could potentially file a complaint against him with the board in your state that licenses accountants; you could also fire him, of course, for doing this.
